Bay of Luanda project, Angola. Project description
The first phase of the project involves the redevelopment of infrastructure along the Luanda Bay Marginal and Ilha de Luanda. The main objective of the proposed Bay of Luanda project is to have a significantly positive impact on the central business district of Luanda by providing accessible open spaces, improving the environment and upgrading private and public trans-port infrastructure, while developing world-class commercial and residential accommodation. The project proposes the following major components: an environmental clean-up of the bay, the reclamation of new public land and the upgrading and development of services along the Marginal, including a rebuilt road network and stormwater drainage system, and the creation and servicing of seven land parcels around the bay in order to provide space for private residential, retail and commercial-type developments. This will include a private development that will consist of a high-rise office block, a residential apartment block and a commercial/shopping centre. The first phase of the project is expected to cost $120-million. Duration
The project is expected to take three years to complete. Breakdown of main contracts
The initial dredging contract to dredge an access channel and reclaim the first new development land was completed in November 2006. The next contract will involve the removal of around 170 000 m3 of contaminated sediment from the seabed in a demarcated area of the bay and the dredging of circulation channels in the bay, as well as the reclamation of about 1,7-million cubic metres. A separate contract for the cleaning and repair to some three kilometres of sewerage pipes along the Marginal is currently being negotiated. A land-based main contract will go out to tender at the end of March 2007 and will involve the construction of three kilometres of coastal edge protection, three kilometres of dual carriageway, piled foundations, a new split-level interchange, substantial storm-water drainage structures, parking areas, accommodation of traffic during construction, provision of standby power-generation facilities, electrical reticulation, street lighting, traffic signals, lighting of public areas and sleeve installations for future services. Angola: Luanda Bay Project to Bring About Over 2,000 Jobs Angola Press Agency (Luanda) 25 December 2007 Posted to the web 26 December 2007 The project of urban re-qualification and re-arrangement of Luanda Marginal Avenue, estimated at USD USD 2.13 billion is to bring about more than 2,000 jobs during the construction phase and another 1,200 permanent posts, according to Angolan government's estimates.
Approved in September of this year by the Cabinet Council, the undertaking dubbed "Baía de Luanda" (Luanda Bay), is an initiative of the company Luanda Waterfront Corporation and aims at tackling the lack of spaces for housing, offices, commerce, hotels, tourism and leisure.The supervision of the project is under the charge of ANIP (National Agency for Private Investment), Angola Reserve Bank (BNA), as well as the ministries of Public Works, and Urbanisation and Environment and the Provincial Government of Luanda.
The programme that started in November 2007, is aimed at building public and private undertakings along the also called "4 de Fevereiro Avenue", which covers a large part of the bay, under strict measures to reduce negative impact on the environment.
The co-ordinator of the project, Catarina Sierra, has assured that the works are taking place at a good pace.The project is considered innovative because it will add value to Marginal Avenue and surrounding areas, as well as increase the offer of high quality accommodation.This will include the construction of new parking-lots, public leisure places, two buildings (with 37 and 24 storeys) for offices, trade and for accommodation, as well as two other buildings for multi-purposes, such as hotel and convention centre, among other infrastructures. |

Coastal & Environmental Services, was appointed by Vela VKE Consulting Engineers, on behalf of the Luanda Waterfront Corporation, a consortium between the Bank of Portugal and local business in Angola, to conduct various environmental studies within the Luanda Bay region. The project involves the redevelopment of infrastructure along the Luanda Bay Marginal and Ilha de Luanda.
The complex nature of the project has allowed for several research opportunities for a team lead by CES to investigate the bay and inshore environment. This region of Africa has largely been forgotten by science over the last few decades, due to the outbreak of wars. Studies initiated by CES include an assessment of the artisinal fisheries, zooplankton, phytoplankton, benthic fauna, water quality studies, heavy metal bioaccumulation in bivalves and the contaminated sediments within the bay.
A visual sense of place assessment and a heritage wreck survey were also conducted. Specialists involved are from various institutions such as Rhodes University, University of Johannesburg and South African Heritage Resources Agency (Maritime) The specialist report outcomes reflect positively on the opportunities brought about by the proposed project. On completion of the various construction projects and the improvement of the Luanda Bay natural environment, the potential for growth in the tourism and hospitality sector within this developing region will be enhanced.
The engineering and environmental pre-feasibility phase, alone, has seen funding of 1.8 million US Dollars by the investors in the redevelopment of Luanda. CES will also be involved in long term monitoring to ensure compliance with various recommendations made in the environmental studies. |

The second phase of the project to renovate the infrastructure along the capital Luanda's main seafront boulevard (Luanda Bay Marginal) has started with cleaning and reposition of the sewer pipes and collection system, aiming at restoration of water and soil of Luanda's Bay.
Upon the closing of the reposition works the third phase of the project will start with the process of decontamination and detoxification of 180.000 square meters of the bay's soil and sludge removal. The total cost for the project is estimated at USD 2,13 billion.

Vela VKE is currently involved in the planning and design of a major urban regeneration project which will assist in re-establishing Luanda, Angola as the world-class city it was in the seventies. The proposed project is located in the Bay of Luanda and its main objective is to have a significant impact on the central business district of Luanda by providing accessible public open spaces, parking areas and improved public and private transport infrastructure, while developing new commercial and residential building facilities. The two major components of the project are: - Public Works consisting of an environmental clean-up of the bay by dredging circulation channels and removing highly polluted sludge from the seabed; urban design of the new "face" of the city; and the upgrading and development of all engineering and transport services and public facilities along the urban beachfront, known as the Marginal.
